Combine the beef stew meat, carrots, celery, peas, potatoes, onion soup seasoning mix, brown gravy mix, tomato sauce, beef broth, and apple cider into the slow cooker.

Cover and set the slow cooker to LOW heat. Cook for 8 hours.

In a small bowl, mix the cornstarch and cold water until smooth. Pour the mixture into the stew, stir to combine, and cook on HIGH for an additional 15 minutes to thicken the gravy.
