Reduce heat to medium, sprinkle flour over the meat, and cook for 1 minute, stirring constantly. Slowly add milk while whisking continuously to prevent lumps. Season with salt and pepper. Simmer for 3-4 minutes until slightly thickened.

Remove skillet from heat and arrange tater tots in a circular pattern on top.
