Heat a large skillet on medium-high heat. Add the ground beef and diced onion and cook until browned. Drain the extra fat and stir in chili powder, cayenne pepper, and salt. Add 2 cups of water.

In a small bowl, mix cornstarch with the remaining 2 tablespoons of water. Add this mixture to the skillet and bring it to a simmer to thicken.

Add the refried beans and tomato paste to the skillet. Stir until fully combined.

Add 1 1/2 cups of the shredded cheddar cheese to the skillet. Stir until melted and fully incorporated.

Place a tortilla on a cutting board. Add a pinch of shredded cheese followed by 1/4 to 1/2 cup of the meat mixture. Fold the sides and roll the tortilla into a log shape. Warm tortillas in the microwave for 15 seconds if needed to make them more pliable.

Serve the burritos with sour cream and salsa if desired.
